Raymond Burnett (Chair)
Raymond Burnett B.A., B.S.W., M.Ed., MPH., MAICD., Cert IV Government, Partner & Executive Consultant, Consulting by Design.
Raymond is an executive consultant who specialises in supporting health and human service initiatives across the community and government sectors. He brings proven experience in supporting organisations to define and implement strategies for success.
Raymond has over 30 years of experience working across all levels of government, the community sector, private sector and academia. His roles include sitting on national decision-making panels and senior evidence advisory bodies; leading reforms in clinical and allied health services and managing disability service redevelopments.
Raymond has completed the Institute of Company Directors and the International Partnership Brokers Association Programs. He holds a Bachelor of Arts, Bachelor of Social Work, Master of Education (Management and Leadership), Master of Public Health and Cert IV Government.
Raymond is Vice President of Refuge Victoria and sits on the Maroondah Halfway House Board and Looking Ahead Inc Board. Raymond is Past President of Doncare (Patron Rosie Batty).
Anthea Dee
Anthea is the Healthy Communities Coordinator at Parks Victoria. In this statewide role, Anthea leads the development of a broad range partnerships and inclusive programs that support the community to access parks for health and wellbeing benefits. A community and social services professional with more than 15 years’ experience, Anthea has a PhD focused on Environmental Science & Ethnography from The Australian National University. She is passionate about health and nature, including green prescribing, and has a special interest in how this can support the wellbeing of First Nations people and diverse communities.
Sara Hanna
Sara completed a Bachelor of Public Health and Health Promotion, majoring in Physical Activity and Health. Sara was originally enrolled in the health sciences degree and really enjoyed the experience learning and studying at Deakin. Sara has been working in the field for five years at headspace as a community engagement coordinator and is responsible for the health promotion, stakeholder engagement and youth participation portfolios for two local centres.
Cyrelle Field
Cyrelle is the Education Manager at Sustainability Victoria and is an accomplished environmental education professional with over two decades of experience in leading sustainability initiatives, youth engagement programs, and education projects. She is currently managing the award winning and internationally recognised ResourceSmart Schools program that has seen hundreds of schools across Victoria save resources and money and improve local biodiversity whilst improving sustainability and climate change in the curriculum and connecting with their local community.
With a career spanning organisations like Sustainability Victoria, Zoos Victoria and the Taronga Conservation Society Australia, Cyrelle has demonstrated expertise in designing and delivering impactful learning experiences and programs. Her work includes developing Environmental Ambassador programs for educators and youth, coordinating outreach initiatives, integrating curriculum-based sustainability education into school learning programs, and delivering intergenerational workshops for climate action.
Cyrelle holds a Master of Environmental Education, Bachelor of Science (Human Geography), Bachelor of Teaching, Professional Certificate in Positive Education, all of which have influenced her interest in the positive relationship environmental and sustainability education can have on wellbeing.

Tracey Egan
Tracey (she/her) is the Wellbeing & Equity Coordinator at Monash City Council. She oversees the diversity, equity and inclusion and health and wellbeing portfolios at Council. Tracey holds a Graduate Certificate in Health Policy, Bachelor of Public Health & Health Promotion and Certificate IV in Training & Assessment. She has worked in health promotion and diversity and inclusion for over 12 years in local government, community health and women’s health.
Phoebe Blood
"I studied a Bachelor of Health Sciences from 2020-2022, majoring in family, society and health, and physical activity and health. I continued on to complete my honours part time in 2023-2024, completing a qualitative study exploring reproductive decision-making among elite female athletes in Australian team sports. I graduated with first class honours and I’m currently working with my supervisors to have my paper published in the journal Sport in Society. I have just commenced my career in the public service and am part of the graduate development program at the Department of Social Services in Canberra. I’m currently working in a policy space."
Nathan O’Brien
Nathan is a recent Bachelor of Health Sciences with distinction graduate with over seventeen years of professional experience within the commercial retail, wholesale and not-for-profit sectors. He is currently working for Foodbank Victoria as a food sourcing lead, where he is responsible for developing and implementing strategies to source targeted food items for the Victorian Government’s School Breakfast Club Program and Foodbank Victoria’s Emergency Food Relief programs that align with Foodbank Victoria’s Health Food Basket strategy. He has a strong desire to inspire social change by serving others with a passion for increasing access to healthy food to reduce the health inequities associated with food insecurity.

Rachael Webby
Rachael is currently enrolled in a health sciences degree, where she is majoring in family, society and health, and public health. She says, “my passion for health was born alongside my children, as I contemplated their health, what I wanted to see in their future, and the society I want to see them thrive in. I started my studies with the intention of eventually applying for medicine, however I now find myself drawn toward looking at health from a population perspective rather than solely at an individual level. While not discounting medicine as an option, I now wish to pursue employment through the Victorian Government Graduation Program or a similar opportunity enabling me to further explore population health. I currently work part time in an administration role at a hospital emergency department. This firsthand view of health in Victoria has been eye opening and has given me some valuable insight into some of the workings of our health system. This role has strengthened my desire to pursue both avenues of health, so where I will end up remains to be seen; I intend to move forward with an open mind, embracing all opportunities presented to me.”
